Resource Development Manager

Starting Pay: $88,996.54/yr

Judd Wire Inc., a Sumitomo Electric Group company, is looking for a Resource Development Manager in our Turners Falls, MA facility. The individual will be responsible for integrating strategic people and systems management by aligning human resources, operational planning, and compliance frameworks within the company’s Quality Management System (QMS) and HR Management System (HRMS). The role ensures individuals as well as processes are developed and sustained to promote continuity, performance, and accountability throughout the organization. This position acts as a cross-functional bridge—connecting people, workflows, and resources to drive operational excellence in support of organizational goals and objectives.

The Resource Competency Manager oversees the day-to-day design and implementation of integrated frameworks that align workforce skills, operational assets, and budgeted resources with the company’s QMS. The role advances continuous improvement, workforce capability, and compliance readiness.

 

Job Duties:

  • Determines and defines competency requirements for all roles that affect organizational performance and QMS effectiveness within the guidelines determined by the organization.
  • Evaluates personnel competence using education, training, and experience standards.
  • Aligns human resource competency requirements with operational needs and ISO standards.
  • Sources and administers programs to build necessary cross-functional competencies.
  • Assesses effectiveness of development initiatives using measurable outcomes.
  • Maintains documented evidence of competence.
  • Recommends and implements resource tools, training programs, and consulting services.
  • Enforces competency frameworks and initiates cross-functional improvement initiatives.
  • Collaborates with leadership to create resource strategies that improve efficiency and reduce costs.
  • Leads projects that enhance resource allocation and decision-making.
  • Works with Human Resources department to align quality objectives and ISO standards with resource planning.
  • Defines and coordinates training through various methods—including in-person, digital, on-the-job, self-paced, and peer-led formats—to ensure employees meet the performance standards required by Sumitomo, Judd Wire, and applicable quality and regulatory requirements and standards.
  • Serves primarily as a facilitator and strategist with a focus on enabling others across the organization to deliver effective training May act as a direct facilitator as needed.
  • Identifies and collaborates with subject matter experts (SMEs) to support content development and training delivery across departments.
  • Develops structured learning paths and certification programs aligned with operational and compliance goals, incorporating on-the-job training (OJT) to reinforce role-specific competencies.
  • Guides cross-training strategies to enhance workforce flexibility, workload distribution, minimize single points of failure, and strengthen business continuity.
  • Partners with managers and Human Resources to build and maintain competency frameworks, optimize staffing resources, and identify and prepare internal successors for key roles.
  • Ensures all training activities meet Human Resources, management system, and regulatory standards, including alignment with ISO 9001 and 14001 Clause 7.2 (Competence).
  • Aligns training and development initiatives with broader workforce strategy, risk management, and employee retention goals.
  • Develop metrics to monitor resource utilization and effectiveness.
  • Generates reports on efficiency, costs, and environmental performance.
  • Conducts skill gap analysis to inform development strategies.
  • Provides data-driven recommendations for management review and planning.
  • May serve as a backup resource to other Human Resources Functions.
  • Perform other similar duties as requested or assigned by supervisor.

 

        Required Qualifications:

  • 10+ years of progressively responsible experience in Human Resources, compliance, or organizational operations, with at least 5 years in a role requiring system-level thinking, cross-functional collaboration, and strategic workforce planning.
  • Experience developing and integrating HR and operational policies into formal compliance systems (e.g., ISO 9001/14001, employment law, OSHA, CMS, COSO), with responsibilities spanning audit support, internal controls, risk mitigation, and vendor compliance oversight.
  • Bachelor’s degree in Human Resources, Organizational Design, Business Administration, or a closely related field and 5 years of directly related experience in a mid-to-senior role.

Preferred Skills:

  • Advanced degree or equivalent professional development.
  • HR certification (e.g., SHRM) or hands-on experience.
  • Management system experience (ISO 9001/14001, etc.).
  • Project management certification or proven leadership in cross-functional initiatives.
  • Understanding of compliance-driven practices and sustainability metrics.
